A targeted individual can tell if they are targeted if they start hearing government voices in their heads (auditory hallucinations) or if they start speaking by themselves for more than 5 minutes a day (schizophrenic) their a victim of the government and have an illegal BCI in their eye (targeted individual). That BCI looks like a butterfly and flies in the victims eye.
